Program Origin:
The Community Jobs Program (CJP) is a collaboration between the San Francisco Department of Human Services, Goodwill Industries, and Asian Neighborhood Design. CJP began in 1999 by serving parents who had multiple barriers to employment and/or had reached the 24-month time limit on CalWorks, the state's welfare program.
Program Design:
CJP places clients in transitional, subsidized employment in nonprofit or public agencies and offers intensive case management. Clients work in their host sites for 22 hours a week and participate in training programs, such as computer or vocational English classes, for an additional 10 hours a week. Participants are paid for all 32 hours of these activities. After an average of six months in their subsidized jobs, CJP clients transitional to unsubsidized employment where CJP continues to provide retention services for 12 months. In October 2001, CJP began serving single indigent adults (non-parents and non-custodial parents) in addition to TANF clients.
Funding:
CJP is supported by Welfare-to-Work dollars from the Department of Labor, TANF funds, and city general funds. The Rockefeller Foundation is supporting an evaluation of the program. The Walter and Elise Haas Fund supports the vocational English-as-a-Second-Language component, and the Irvine Foundation had provided support for program capacity building.
